Vietnam has updated the list of goods prohibited from import

In Vietnam, new rules in the field of foreign trade management came into force on September 5, 2026. They are set out in Government Decree No. 292/2026/ND-CP and update the lists of goods prohibited from export and import.

The list of prohibited imports still includes weapons, ammunition and explosives, fireworks, sky lanterns, and devices intended to interfere with the operation of transport speed measurement equipment. The import of electronic cigarettes and tobacco heating devices is also prohibited.

A separate large section concerns used goods. The restrictions apply, in particular, to second-hand clothing and footwear, electronics and household appliances, interior items, goods made of glass, metal, plastic and other materials, as well as bicycles, motorcycles and mopeds. The list also includes used medical equipment and certain digital technology products.

The main change is the introduction of a new basis for prohibition. Vietnam now prohibits the import of goods and products wholly or partially produced using forced labor. The restriction applies to goods originating from enterprises, countries and territories in accordance with international agreements to which Vietnam is a party.

The new rules also clarify the procedures for dealing with certain other categories of imports and exports. The Ministry of Industry and Trade has additionally issued Circular 48/2026/TT-BCT, regulating the list of prohibited used goods and vehicles for import, operations with rough diamonds, and other foreign trade matters. The document also takes effect on September 5.

Thus, the updated list affects not only certain categories of goods that are traditionally prohibited from import, but also the origin of products and the conditions of their production.
