In Khanh Hoa, cameras will be connected to the residents' database to speed up fines
In Khanh Hoa province, preparations are underway to integrate traffic surveillance camera systems with the National Population Database. The plan calls for launching the main phase starting October 1, 2026.
The cameras will transmit several types of information at once: video recordings, automated image analysis data, and information about events detected by the system. If a camera detects a traffic violation, the information can be directly matched with the national database and the electronic identification platform.
This will make it easier for law enforcement agencies to identify the violator’s details and process the case. Currently, when handling some violations recorded by cameras, a significant part of the procedure involves manually checking the license plate number and vehicle characteristics. The new system is expected to reduce the number of such operations and speed up information processing.
The project will be implemented in three stages. The first stage is scheduled for September 2026: authorities will conduct an inventory of already installed cameras across the province, determine technical standards, and complete the design of the overall system architecture.
The second stage will begin on October 1, 2026 and continue until the end of 2027. During this period, security cameras, traffic control cameras, and transport management systems will be integrated with the national population database and the Khanh Hoa Smart City Monitoring and Operations Center (IOC).
Starting January 1, 2028, the third stage is planned. It provides for expanding the system by connecting cameras from organizations, businesses, commercial facilities, and private households under a social partnership model.
At the same time, a separate project is being developed in Khanh Hoa for a data processing, traffic management, and traffic control center. According to the province’s police plans, the cameras will be used not only to record violations, but also to monitor traffic conditions, analyze traffic flows, and respond to incidents as they arise.
For drivers, this means that the province’s automated traffic violation detection system will gradually move toward closer integration with digital government databases.
